Chon Jong-ik received his PhD in Law at Seoul National University, where he conducted research on constitutional law. His main areas of research are constitutional law, constitutional review, and constitutional history. Major publications include “Legislation of Election System and Freedom of Election Campaign” (2017), “Reexamining Basic Social Rights in Light of International Human Rights Norms” (2012) and “Natural Resources and the Constitution” (2020). He is currently a professor in the School of Law at Seoul National University.
While our current political system, based on the constitution as it has been maintained since its last revision 1987, has enabled numerous achievements over the years, it has also been found lacking in many ways. While calls for constitutional revision are growing stronger, these are being preceded by even stronger calls for reforms to our electoral system and our current system of political parties. It is necessary to examine the need for political reforms - and of what nature - as a precondition for constitutional reform.
