[Title] From Conflict and Opposition to Collaborative Governance: The Possibilities for Institutional Reform in Korean Politics
PARK Won-ho received his PhD from the University of Michigan, where he conducted research on political science research methodology and voting behavior. He was awarded the American National Election Studies Award and taught as an assistant professor at the University of Florida. He is currently a professor of political science and international relations at Seoul National University. His recent publications include "Who Toes the Line? Mandate Type, Open-Primary Experience, and Party Defection in the Korean National Assembly." (Korea Observer, 2022) and Analyzing the 2017 Presidential Election in South Korea (2019, co-authored). He is currently an advisor for the Korean Survey Research Standards Committee of the Korean National Election Commission and Director of the Korea Social Science Data Archive at Seoul National University.
In Korean politics today, the two major political parties coexist in a state of mutual antagonism. Numerous solutions have been discussed on this topic, but today we focus on institutional alternatives that can actually be put into practice to enable Korea to move toward a multi-party system and open the door for collaborative governance. We examine the problems with existing legislation on political parties and elections and explore the possibilities for multi-party collaborative governance under the existing presidential system.
